TERMS & CONDITIONS
Jewelry Appraisers of Portland
Effective Date: November 5, 2026
Introduction
Welcome to Jewelry Appraisers of Portland. These Terms and Conditions govern your use of our website, www.jewelryappraisersofportland.com (the "Website").
By accessing or using this Website, you agree to these Terms and Conditions. If you do not agree, please discontinue use of the Website.
The Website provides information about our independent professional jewelry appraisal and gemological services, appointment scheduling, fees, and related educational subjects.
Professional Services
Jewelry Appraisers of Portland provides independent appraisal and gemological services for jewelry, gemstones, watches, and related personal property.
Services are performed by John W. Higley, G.G. (GIA), an independent Graduate Gemologist with professional experience dating to 1979.
Our services may include appraisals for insurance replacement, estates, fair market value, and other specified purposes.
Jewelry Appraisers of Portland does not buy or sell the jewelry it appraises. This independence helps avoid conflicts of interest in the valuation process.
All professional services are subject to the terms, scope of work, intended use, and limitations established for the individual assignment.
Appraisal Opinions and Valuations
An appraisal represents a professional opinion of value developed for a specific purpose and as of a particular effective date.
Appraisal conclusions are based on relevant market information, the characteristics and condition of the item, available documentation, and applicable valuation methods.
Different purposes and definitions of value may produce substantially different conclusions for the same property.
An insurance replacement value does not necessarily represent fair market value, liquidation value, resale value, or the amount a purchaser would pay for an item.
An appraisal does not guarantee a future selling price, insurance coverage, settlement amount, or the acceptance of the report by any insurer, purchaser, government agency, or other third party.
An appraisal report's stated assumptions, limiting conditions, and intended use govern the interpretation of that report.
Appointments
Professional appraisals are conducted by appointment.
Appointments may be arranged through the online scheduling system linked from the Website or by contacting our office.
We make reasonable efforts to honor scheduled appointments. If an appointment must be changed due to unforeseen circumstances, we will attempt to notify the affected client and arrange an alternative time.
Clients who need to cancel or reschedule are requested to notify the office as soon as reasonably possible.
No cancellation or no-show charge is established by these Website Terms and Conditions.
Fees, Payment, and Refunds
Current standard appraisal fees are published on the Website's Pricing page.
Fees may vary for unusually complex items, extensive collections, specialized research, or assignments requiring additional professional services. Any additional charges should be discussed with the client before the additional work is undertaken.
Payment is due upon completion of the appraisal unless otherwise agreed.
We accept applicable payment methods described on our Website, including major credit cards, contactless payments, local checks, and cash.
Professional appraisal fees are nonrefundable once the agreed appraisal services have been completed.
This policy reflects the professional time, examination, research, analysis, and reporting involved in completing an appraisal, regardless of the value conclusion reached.
Nothing in this provision limits any refund, remedy, or legal right that cannot be waived under applicable law.
Jewelry Examination and Testing
Standard in-person appraisal services are performed with the client present. Jewelry ordinarily remains in the client's possession throughout the examination process.
Professional examinations generally use appropriate nondestructive gemological testing methods.
Certain gemstone characteristics, treatments, metal compositions, construction details, or other properties may not be conclusively determinable when items are mounted or when testing access is limited.
Where appropriate, appraisal reports disclose relevant examination limitations, assumptions, and qualifications.
An appraisal does not constitute a guarantee against undiscovered damage, concealed defects, or characteristics that could not reasonably be established through the examination performed.
Appraisal Reports and Their Intended Use
Written appraisal reports are prepared for the intended use identified in the assignment.
Clients may provide their reports to insurance companies, attorneys, estate representatives, financial professionals, or other appropriate recipients in connection with the report's stated intended use.
An appraisal prepared for one purpose should not automatically be relied upon for another purpose.
An updated valuation or additional analysis may be necessary when the effective date, market conditions, property condition, or intended use changes.
A client's possession of an appraisal report does not expand its stated intended use or intended users.
Client Records and Confidentiality
Jewelry Appraisers of Portland maintains records of professional appraisal assignments, which may include client contact information, jewelry photographs, descriptive information, valuation research, and copies of completed reports.
These records are maintained for legitimate professional, administrative, and business purposes.
Client information and appraisal records are treated as confidential and are not knowingly disclosed to unrelated third parties except when authorized by the client, reasonably necessary to provide requested services, or required by law.
Additional information concerning personal data is provided in our Privacy Policy.
